Notice on inspection and quarantine requirements for imported Brazilian orange fiber granules
In accordance with relevant Chinese laws and regulations and the Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture, Animal Husbandry and Food Supply of the Federal Republic of Brazil on the Sanitary and Phytosanitary Requirements for Importation of Brazilian Orange Fiber Pellets into China, the import of Brazilian orange fiber pellets that meet the following requirements is allowed from now on:
I. Basis of inspection and quarantine
(1) Biosafety Law of the People’s Republic of China;
(2) Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine and Regulations for its implementation;
(3) Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Feed and Feed Additives;
(4) Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture, Animal Husbandry and Food Supply of the Federal Republic of Brazil on Sanitary and Phytosanitary Requirements for the Export of Brazilian Orange Fiber Pellets to China.
II. Name of goods allowed to enter the country
The orange fiber particles used in this announcement refer to the by-products obtained by dipping, pressing, drying and pelleting the mixture of citrus peel, seed and pulp residue after extracting the juice from citrus fruits grown in Brazil as raw materials. In addition to lime, no other chemical additives are added during processing.
III. Enterprise registration
Orange fiber pellets to be exported to China shall come from processing enterprises assessed and approved by the Ministry of Agriculture, Animal Husbandry and Food Supply of the Federal Republic of Brazil (hereinafter referred to as the Brazilian side). The processing enterprises shall be recommended by the Pakistani side to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese side), registered after the Chinese side has passed the inspection or examination, and published on the Chinese side’s website and updated dynamically.
IV. Pests of concern
Orange fiber particles exported to China shall not carry harmful organisms of concern to China: Solenopsis invicta。
V. The production and export requirements
(1) Requirements for production, storage and transportation.
1. Processing enterprises should establish a good hazard analysis and key point control (HACCP) system, production quality management norms, traceability management system and effectively operate, or implement management in accordance with their concepts. The Pakistani side shall implement effective and regular supervision on processing enterprises to ensure that orange fiber pellets exported to China meet the following requirements in the storage, processing and transportation of raw materials and finished products:
- Having relatively enclosed and independent Spaces;
- Take effective measures against rodents, insects and birds to prevent pest contamination.
2. Processing enterprises shall strengthen the sanitary control of raw and auxiliary materials, production and processing, storage, transportation and other links to avoid contamination of orange fiber particles by soil, animal carcasses, animal feces and feathers, and shall not add toxic and harmful substances or any components of animal origin.
3. Orange fiber particles exported to China can be transported in bulk or packaged. In case of packing and transportation, the package used should be used for the first time, clean and hygienic, and free of harmful organisms and poisonous and harmful substances. The means of transport should be thoroughly cleaned and disinfected if necessary.
4. The container or the hold of the ship carrying orange fiber pellets for export to China (if shipped in bulk) shall have at least one mark indicating the name of the processing enterprise, the registration number and the Chinese and English words of “Brazilian orange fiber pellets to the People’s Republic of China”. The product label of orange fiber granules exported to China shall meet the requirements of the Chinese national standard “Feed Label” (GB 10648).
(2) pre-departure quarantine and certificate requirements.
1. Orange fiber particles that pass inspection and quarantine are allowed to be exported to China.
2. A phytosanitary certificate issued by the Pakistani side shall accompany each batch of orange fiber particles to be exported to China. As stated in the additional Declaration to the Phytosanitary Certificate“This consignment complies with the requirements described in the protocol of sanitary and phytosanitary requirements for the export of citric pulp pellet from the Federative Republic of Brazil to the People’s Republic of China”. The plant quarantine certificate should indicate the name and registration number of the processing enterprise, the number of the container or means of transport and other information. In case of disinfection and disinfestation treatment before export or during transportation, information such as disinfection and disinfestation treatment method and treatment index shall be indicated in the certificate.
3. Each batch of orange fiber particles exported to China shall be tested according to the quality management system formulated by the processing enterprise, and the international health certificate issued by the Pakistani side shall be attached.
VI. Entry inspection and quarantine
(1) Certificate verification.
1. Check whether it comes from a registered enterprise;
2. Check whether the phytosanitary certificate is true and valid.
(2) Inspection of goods.
In accordance with relevant laws, administrative regulations, rules and regulations, and in combination with Article 4 and Article 5 of these requirements, the inspection and quarantine shall be carried out on the orange fiber particles entering the country.
VII. Handling of non-conformity
(1) If there is no valid phytosanitary certificate or international health certificate, it shall be returned or destroyed;
(2) If a quarantine pest or other quarantine pest of concern to the Chinese side is found alive, it shall be disposed of, returned or destroyed;
(3) If soil or genetically modified ingredients not approved by Chinese authorities are found, they shall be returned or destroyed;
(4) If it is found that it does not meet the requirements of item 4 of paragraph (1) of Article 5, it shall be corrected, returned or destroyed;
(5) If animal feces, animal carcasses, avian feathers, plant seeds or other animal wastes are found that do not meet the relevant safety and health standards of Chinese feed, they shall be destroyed, returned or destroyed in accordance with relevant laws and regulations.
When the above-mentioned violations are found, the Chinese side will notify the Brazilian side and, depending on the severity, take measures such as suspending relevant processing enterprises or suspending the export of Brazilian orange fiber particles to China.
