Notice on the Inspection and Quarantine Requirements for importation of Stellaria from Pakistan

In accordance with relevant Chinese laws and regulations and the Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Food Security and Research of the Islamic Republic of Pakistan on Sanitary and Phytosanitary Requirements for the Export of Pakistan’s Pennillion to China, the import of Pennillion from Pakistan that meets the following requirements is allowed from now on:
? ? ? ? I. Inspection and quarantine basis
? ? ? ? (1) Biosafety Law of the People’s Republic of China;
? ? ? ? (2) Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine and Regulations for its implementation;
? ? ? ? (3) Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Feed and Feed Additives;
? ? ? ? (4) Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Food Security and Research of the Islamic Republic of Pakistan on Sanitary and Phytosanitary Requirements for the Export of Chloris virgosa from Pakistan to China.
? ? ? ? II. Allow the import commodity name
? ? ? ? Chloris gayana (Chloris gayana Kunth) in this proclamation refers to high pressure compressed bales of chloris gayana grown in Pakistan.
? ? ? ? III. Enterprise registration
? ? ? ? The processing enterprise of Tiger-grass exported to China is recommended by the Food Security and Research Department of the Islamic Republic of Pakistan (hereinafter referred to as the Pakistani side) to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese side). The Chinese side shall conduct documentation or on-site inspection on the processing enterprise, register the processing enterprise after passing it, and publish and update it dynamically on the Chinese website.
? ? ? ? IV. Pests of concern
? ? ? ? The following pests of concern to the Chinese side shall not be carried in the export of Chinese herb:
? ? ? ? 1.Amrasca biguttula biguttula
? ? ? ? 2.Odonaspis ruthae
? ? ? ? 3.Spodoptera frugiperda
? ? ? ? 4.Rotylenchulus parvus
? ? ? ? 5.Maize dwarf mosaic virus
? ? ? ? V. Requirements for production and export of products
? ? ? ? (1) Planting, processing, storage and transportation.
? ? ? ? 1. Cultivation farms shall implement integrated management measures to avoid and control the occurrence of pests of concern to the Chinese side. The Pakistani side should ensure that the processing enterprises have an effective plant epidemic prevention and control system, keep the processing area and related equipment clean, take effective measures to remove impurities before compression and baling packaging, and do not use metal materials for baling and packaging. Ensure that the herb meets the following requirements:
? ? ? ? (1) No harmful organisms of concern to the Chinese side;
? ? ? ? (2) without roots, seeds and other plant residues;
? ? ? ? (3) without animal feces, animal carcasses and bird feathers;
? ? ? ? (4) no soil, plastic film, stone, metal sheet and other foreign matter;
? ? ? ? (5) no transgenic ingredients;
? ? ? ? (6) The relevant requirements of Chinese national Standard “Feed Hygiene Standard” (GB13078).
? ? ? ? 2. The following requirements shall be met during storage, processing and transportation:
? ? ? ? (1) A relatively closed and independent space;
? ? ? ? (2) Take effective measures against rodents, insects and birds to prevent pollution by harmful organisms;
? ? ? ? (3) Before processing, processing equipment should be specially cleaned.
? ? ? ? 3. The herb must be mechanically dried in the field or in the processing enterprise.
? ? ? ? 4. The planting and storage places of processing enterprises and raw materials should be far away from animal feedlots, pastures, slaughterhouses and other places to avoid contamination by animal excreta and other animal-derived materials.
? ? ? ? 5. The Pakistani side should ensure that clean containers or other closed tools are used to load the Chinese herb. There SHALL BE AT least one PACKAGE MARK INSIDE EACH CONTAINER or other sealed instrument, indicating the name OF the processing enterprise, the registration number and the English words of “TiGERWORt TO THE People’s Republic of China”. The product label shall meet the requirements of the Chinese national standard “Feed Label” (GB 10648).
? ? ? ? (2) Pre-departure quarantine and certification requirements.
? ? ? ? 1. After inspection by the Pakistani side, it has been confirmed that it meets the quarantine requirements of China’s imported plants and animals, and is allowed to be exported to China.
? ? ? ? 2. A phytosanitary certificate in compliance with international standards issued by the Pakistani authorities shall accompany each consignment of Chinese herb. The plant quarantine certificate should indicate the name and registration number of the processing enterprise, the number of the container or means of transport, and other information. In additional statement and mark “This consignment complies with the Protocol between the General Administration of Customs of the People ‘s Ministry of National Food Security & Research of the Islamic Republic of Pakistan on the sanitary and phytosanitary requirements for rhodes grass exported from the Islamic Republic of Pakistan to the People’s Republic of China and free of pests of quarantine of concern to the People’s Republic of China “.
? ? ? ? 3. A veterinary health certificate shall be issued by the Pakistani authorities showing the following:
? ? ? ? (1) No obvious contamination of animal source materials;
? ? ? ? (2) After treatment by any of the following methods, if baled and packed, the treatment effect should be ensured to reach the center of the bale:
? ? ? ? a) The straw bale shall be processed in a steam sealed chamber with the central temperature reaching 80?C for at least 10 minutes;
? ? ? ? b) Or fumigate with 35%-40% formaldehyde solution (formaldehyde gas) in a closed room at a temperature above 19?C for at least 8 hours;
? ? ? ? Or, (3) it has been stored for at least 4 months before being approved for export.
? ? ? ? VI. Entry inspection and quarantine
? ? ? ? (1) Certificate verification.
? ? ? ? 1. Check whether the Quarantine Permit for Entry Animals and Plants is attached;
? ? ? ? 2. Check whether it comes from a registered enterprise;
? ? ? ? 3. Verify the validity of plant quarantine certificate and veterinary health certificate.
? ? ? ? (2) Inspection of goods.
? ? ? ? In accordance with relevant laws, administrative regulations, rules and regulations, and in combination with Article 4 and Article 5 of these requirements, the inspection and quarantine shall be carried out on the herb, and the herb shall be allowed to enter the country after passing.
? ? ? ? VII. Handling of non-conformity
? ? ? ? 1. No valid phytosanitary certificate or veterinary health certificate, which should be returned or destroyed;
? ? ? ? 2. From unregistered processing enterprises, for return or destruction;
? ? ? ? 3. If soil or genetically modified ingredients are found, return or destroy them;
? ? ? ? 4. Those found not in conformity with Paragraph 1 of Article 5 (1) of these requirements shall be treated with disinfestation, returned or destroyed according to relevant laws and regulations. Those who pass the examination shall be allowed to enter the country;
? ? ? ? 5. If it is found that it does not conform to Item 5 of Article 5 (1) of these requirements, it shall be corrected, returned or destroyed.
