According to the Law of the People’s Republic of China on the Inspection of Import and Export Commodities and the Administrative Measures of the Customs of the People’s Republic of China on the Inspection of Import and Export Commodities (hereinafter referred to as the Measures for the Inspection of Import and Export Commodities), the General Administration of Customs has decided to implement the administration of the inspection of imported garments on the acceptance of credit. The relevant notice is as follows:

? ? ? ? I. Implement the range of trusted commodities

? ? ? ? According to the results of the quality and safety risk assessment of imported clothing, if the consignee of imported goods or its agent imports the clothing listed in the List of Commodity Numbers of Imported Clothing Subject to Confidence (see Annex 1), it may entrust a trust agency to conduct inspection, and the customs shall accept the inspection results of the trust agency in accordance with the provisions of the Measures for Confidence.

? ? ? ? II. Inspection items, applicable technical specifications and inspection methods

? ? ? ? The collection agency shall inspect the imported clothing in accordance with the requirements of the Imported Clothing Collection Inspection Items, Applicable Technical Specifications and Inspection Methods (see Annex 2).

? ? ? ? III. Content of inspection report

? ? ? ? The credit collection agency accepts the entrustment of the consignee of imported goods or its agent to inspect the imported clothing and issue an inspection report. The inspection report shall comply with the provisions of Article 13 of the Credit Acceptance Measures and be accompanied by photos of the commodities accepted.

? ? ? ? IV. Validity of inspection report

? ? ? ? The inspection report issued by the credit institution shall be valid for one year from the date of issuance.

? ? ? ? VI. Requirements of Credit Collection Agency

? ? ? ? （1） Application conditions.

? ? ? ? In addition to meeting the provisions of Article 7, paragraphs 1, 2, 4, 5 and 6 of the Measures for Confidence Collection, the inspection agency applying for inclusion in the directory of import garment confidence agencies (hereinafter referred to as the applicant) shall also meet the following requirements:

? ? ? ? 1. The inspection institutions registered in the People’s Republic of China shall obtain the qualification accreditation (CMA) of inspection and testing institutions or the ISO/IEC 17025 accreditation implemented by China National Accreditation Service for Conformity Assessment (CNAS), and the scope of inspection capability shall include the inspection items, applicable technical specifications and inspection methods listed in Annex 2 of this Proclamation.

? ? ? ? 2. The inspection institutions registered outside the People’s Republic of China shall be recognized by the ISO/IEC 17025 system implemented by the accrediting institutions signing the International Laboratory Accreditation Cooperation Organization Mutual Recognition Agreement (ILAC-MRA), and the scope of inspection capability shall include the inspection items, applicable technical specifications and inspection methods listed in Annex 2 of this Proclamation.

? ? ? ? （2） Application method.

? ? ? ? The application agency shall submit the application materials to the customs in accordance with Article 8 of the Credit Acceptance Measures. The specific application path is as follows: China International Trade Single Window（ https://www.singlewindow.cn ）- Business application – standard application – inspection and quarantine – import and export commodity inspection and acceptance. The application process is detailed in the Service Guide for “Directory Management of Customs Import and Export Commodity Inspection and Acceptance Agencies” (see Annex 3).

? ? ? ? VI. Declaration requirements

? ? ? ? If the consignee of imported goods or its agent needs to apply for acceptance of imported goods, he/she shall declare in the “Goods Attribute” column according to the type of “inspection results need to be accepted”, enter the “Code of the credit institution/inspection report number” in the “Product Qualification” column of the corresponding goods item number, and upload the “Quality and Safety Compliance Statement” (see Annex 4) in the “Attached Documents” column. The customs shall implement the acceptance in accordance with the “Credit Acceptance Measures”.
