Announcement on the quarantine requirements of fresh durian plants imported from the Philippines

  In accordance with the relevant laws and regulations of China and the provisions of the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture of the Philippines on the quarantine requirements of Philippine fresh durian imported to China, Philippine fresh durian that meets the following relevant requirements is allowed to be imported from now on:

  I. Inspection and quarantine basis

 ?。↖) Biosafety Law of the People’s Republic of China;

 ?。↖I) Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementing regulations;

 ?。↖II) Food Safety Law of the People’s Republic of China and its implementation regulations;

 ?。↖V) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;

 ?。╒) Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture of the Philippines on the Requirements for Plant Quarantine of Filipino Fresh Durian Exported to China.

  II. Name of goods allowed to enter the country

  Fresh durian (hereinafter referred to as “durian”), scientific name Durio zibethinus Murr, The English name is Durian.

  III. Allowed origin

  Durian production area in the Philippines.

  IV. Approved orchards and packaging plants

  Orchards and packaging plants exported to China must be filed by the Philippine Ministry of Agriculture (hereinafter referred to as “the Philippines”) and jointly approved by the General Administration of Customs of the People’s Republic of China (hereinafter referred to as “the Chinese side”) and the Philippines for registration. Registration information includes name, address and registration number. Before the start of trade, the Philippines should provide the registration list to the Chinese side, which will be published on the official website after being reviewed and approved by the Chinese side and updated regularly.

  V. List of quarantine pests of concern

  VI. Pre-export management

 ?。↖) Orchard management.

  1.Durian orchards exported to China should establish a complete quality management and traceability system under the supervision of the Philippines, implement good agricultural practices (GAP), and maintain the sanitary conditions of the orchard, such as no pollution sources affecting fruit production around, and timely clean up fallen fruit and rotten fruit; And implement IPM, including regular pest monitoring and investigation, physical, chemical or biological control of pests, and agricultural operations and other prevention and control measures.

  2.The Philippines should formulate a management plan for quarantine pests of concern to China according to the requirements of the International Standard for Plant Quarantine Measures No. 6 (ISPM 6), and organize the implementation of orchard monitoring throughout the year. If pests or their corresponding symptoms are found in the monitoring, comprehensive management measures including chemical, physical or biological control shall be taken to ensure that durian imported to China does not contain quarantine pests of Chinese concern.

  3.For scale insects such as new pineapple grey scale, sugar cane cluster scale, Nanyang gluteal scale, oceanic gluteal scale, Jack Bell scale and Ilex spongiosa scale, pest monitoring should be carried out every 15 days from flowering to harvest in orchards exported to China to check whether there are scale insects on fruits, stems, branches and leaves. In addition to visual inspection, a variety of physical or chemical methods should be used to monitor pests at branches and stems. Once found, effective prevention and control should be carried out to control the occurrence of pests or maintain the low prevalence level of pests.

  4.As for the fusarium oxysporum, the orchards exported to China should carry out regular monitoring and control during the growth period, and apply appropriate farm farming and cultivation techniques to prevent the occurrence of this pathogen. Before harvest, it is necessary to take preventive measures or spray fungicides for prevention and control.

  5.In view of the soft rot of pineapple and wood scleroporus, orchards exported to China should regularly monitor and control the occurrence of the disease at the early stage of the durian growing season, and timely remove the diseased fruit during harvest.

  6.The monitoring and control of pests in orchards exported to China should be carried out under the guidance of professional technicians. Technical personnel shall receive training from the Philippines or its authorized institutions.

  7.The Philippines shall keep the monitoring and control records of orchard pests and provide them to the Chinese side when necessary. The control record shall include the name, effective ingredients, dosage and time of the chemicals used in the growing season.

 ?。↖I) Packaging plant management.

  1.The processing, packaging, storage and shipment of durian imported to China must be carried out under the quarantine supervision of the Philippines or its authorized officials.

  2.The packaging plant shall be clean and sanitary, the ground shall be hardened, and there shall be a raw material yard and a finished product warehouse.

  3.The storage, processing, treatment, storage and other functional areas of durian are relatively independent and reasonably arranged, and are isolated from the living area with appropriate distance.

  4.If the packaged durian needs to be stored, it should be put into storage immediately and stored separately to avoid re-infection by harmful organisms.

  5.The packaging factory shall establish a traceability system to ensure that the durian imported to China can be traced back to the registered orchard, and record the date of processing and packaging, the name of the source orchard or its registration number, the date of export, the quantity, the country of shipment, the container number and other information.

  (III) Packaging requirements.

  1.The packaging materials shall be clean, sanitary, unused and comply with the relevant plant quarantine requirements of China. If wooden packaging is used, it must comply with the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).

  2.During the packaging process of durian, the diseased fruit, insect fruit, rotten fruit, deformed fruit, branches and leaves, fruit stalks or other plant residues and soil should be removed through manual selection, grading and cleaning procedures, and effective measures such as brushing or high-pressure air gun purging should be taken to clean the fruit surface. If necessary, the surface of durian can be manually wiped with soft and clean cotton cloth, especially the parts such as fruit stalks, to effectively remove the insect eggs attached to the fruit surface Pathogenic spores, etc.

  3.Each packing box must be marked with fruit name, export country, origin, orchard or its registration number, packing factory or its registration number in Chinese or English. Each packing box and pallet shall be marked with “Exported to the People’s Republic of China” or “Exported to the People’s Republic of China” in Chinese or English.

  4.Containers containing durian for export to China must be checked for good sanitary conditions at the time of packing. The container shall be sealed and the seal shall be intact when it arrives at the Chinese port of entry.

 ?。↖V) Pre-export quarantine.

  1.The Philippines shall conduct sampling inspection on each batch of durian at the proportion of 2% of each batch of goods. If there is no plant quarantine problem within two years, the sampling proportion will be reduced to 1%.

  2.In case of finding the living bodies, branches and leaves or soil of quarantine pests of concern to China, the whole batch of goods shall not be exported to China, and the export of durian from relevant orchards and packaging plants in this export season shall be suspended as appropriate. The Philippines should find out the causes and take improvement measures. At the same time, the inspection records shall be kept and provided to the Chinese side upon request.

 ?。╒) Plant quarantine certificate requirements.

  For those passing the quarantine inspection, the Philippine side shall issue a plant quarantine certificate, indicating the name or registration number of the orchard and packaging factory, and fill in the following additional statement: “This agreement of durian fruits companies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Durians from The Philippines to China, and is free from quarantine pests of concern to China ”(This batch of goods complies with the requirements of the protocol on plant quarantine of fresh durian imported from the Philippines to China, and does not contain quarantine pests of concern to China.)

  Before durian is exported to China for trade, the Philippines should provide the Chinese side with a sample of the plant quarantine certificate for confirmation and filing.

  VII. Entry inspection and quarantine and unqualified treatment

  When durian arrives at the Chinese port of entry, the Chinese Customs shall carry out quarantine according to the following requirements.

 ?。↖) Relevant certificates and identification verification.

  1.Check whether the imported durian has obtained the Entry Animal and Plant Quarantine License.

  2.Check whether the plant quarantine certificate conforms to the provisions of Item (5) of Article 6 of these requirements.

  3.Check whether the marks on the packing box comply with the provisions of Item (3) of Article 6 of this requirement.

 ?。↖I) Entry inspection and quarantine.

  1.Durian imported to China should be imported from all ports where the Chinese side is allowed to import fruit.

  2.The imported durian shall be inspected and quarantined in accordance with relevant laws, administrative regulations, rules and other provisions. Those who pass the inspection and quarantine shall be allowed to enter the country.

  (III) Handling of nonconformities.

  1.If the durian is found to come from an unapproved orchard or packaging factory, the batch of durian is not allowed to enter the country.

  2.If quarantine pests of concern to China are found, or live quarantine pests newly recorded in the Philippines, or soil, plant residues, etc. are found, the batch of durian will be returned, destroyed, or disinfected.

  3.If it is found that it does not meet the national food safety standards of China, the batch of durian will be returned or destroyed.

  The Chinese side will notify the Philippines of the above nonconformities and suspend the import of durian from relevant orchards and packaging plants in this export season as appropriate. The Philippines should find out the causes and urge the relevant orchards and packaging plants to carry out rectification until the Chinese side confirms that the relevant rectification measures have been effectively implemented.

  VIII. Compliance review

  Before the start of trade, with the assistance of the Philippines, China will send experts to carry out field inspection or remote video inspection of the durian production areas imported from the Philippines to China to ensure that they comply with the relevant provisions of this plant quarantine requirement.

  IX. Retrospective review

  According to the occurrence and interception of Durian pests in the Philippines, China will carry out further pest risk assessment and consult with the Philippines to adjust the list of quarantine pests of concern to China and corresponding quarantine measures.
