The theme of this dialogue is to build a ‘green channel’ for the export of goods from Central and Eastern European countries to China. It focuses on promoting the access of agricultural and food products from Central and Eastern European countries, facilitating customs clearance, and expanding the export of Central and Eastern European goods to China. The dialogue aims to promote the healthy development of China Central and Eastern European economic and trade through international cooperation in customs inspection and quarantine, and effectively promote high-level opening up to the outside world. More than 160 representatives from the General Administration of Customs of China, the governments of Zhejiang Province and Ningbo City, the customs and inspection and quarantine authorities of 13 Central and Eastern European countries, the embassies in China, and guests from the business and academic communities of China Central and Eastern European countries attended the dialogue.

Wang Lingjun, Deputy Director of the General Administration of Customs of China, stated in the keynote speech of the dialogue that this dialogue is the first offline international conference held by China Customs after the 20th National Congress of the Communist Party of China. It will fully demonstrate the firm determination of China Customs to promote high-level opening up to the outside world, promote all parties to share opportunities in the Chinese market, institutional opening up, and deepening international cooperation. China Customs will actively promote customs clearance facilitation cooperation with Central and Eastern European countries’ customs on “smart customs, smart borders, and smart connectivity”, accelerate the access process of agricultural and food products from Central and Eastern Europe to China, promote stable and smooth international supply chains, and promote the recovery and development of global economy and trade after the epidemic.

At the dialogue meeting, representatives of the General Administration of Customs emphasized the specific measures taken by China Customs to create a “Green Channel for the Export of Central and Eastern European Commodities to China” for Central and Eastern European countries, including accelerating the registration/filing of imported food production enterprises, promoting the quarantine and access of high-quality agricultural and food products, supporting the introduction of unique animal and plant germplasm resources, optimizing the requirements and models for import commodity inspection and supervision, and establishing a fast channel for the inspection of imported fresh and perishable agricultural and food products, Improve the construction level of the “China Central and Eastern European Countries Customs Information Center” and launch the smart application of “One thing for Central and Eastern European Commodity Import Clearance”. The attending representatives highly affirmed the efforts and achievements made by Chinese customs, customs and inspection and quarantine departments of Central and Eastern European countries in jointly maintaining the security and stability of the international industrial chain supply chain, promoting cross-border trade facilitation, and expressed confidence in the broad prospects of high-quality agricultural and food products from Central and Eastern European countries entering the Chinese market. On the sidelines of the dialogue, Deputy Director Wang Lingjun signed the access document for agricultural products with the Serbian Minister of Agriculture, and held bilateral talks with the Vice President of the European Union Chamber of Commerce in China of China.

According to statistics, in the first four months of this year, China’s economy and trade with Central and Eastern European countries saw a “good start”. The latest data shows that the total import and export volume between China and Central and Eastern European countries is 44.87 billion US dollars, a year-on-year increase of 2.8%. In terms of agricultural and food products, China’s imports and exports of agricultural products to Central and Eastern Europe reached 310 million US dollars and 410 million US dollars, respectively, with a significant year-on-year increase of 43.1% and 28%.

Next, Chinese customs will continue to work with customs and inspection and quarantine departments of Central and Eastern European countries to gather consensus and cooperate sincerely, making good use of the “green channel” for exporting goods from Central and Eastern European countries to China, and working together to promote the high-quality development of China Central and Eastern European trade.
